Kevin Turner created an OAuth extension for OpenID in August 2007. At the time OAuth was still being spec'd out, but since it seemed like "chocolate and peanut butter" to us at JanRain we set out to combine the two in the form an OpenID extension. At the time is was less practical since all the OpenID providers were pure authentication (MyOpenID, Verisign PiP, etc) plays, and none of the other players (Google, Yahoo, Plaxo, Pownce, Twitter...) were yet offering OAuth protected access to their APIs.
Here's the thread on the OAuth list. It's an interesting read, and it's clear that at the time OpenID+OAuth tasted like chocolate and pickles to some of the OAuth heavies :)
